He is the son of Jacqueline Jenkins, a codebreaker in World War II, and Edwin Darby Nye, but nicknamed Ned, a veteran of World War II and a contractor who constructed an airstrip on Wake Island. Bill is a cousin of William Foster Nye, who established the Nye Lubricants in New Bedford, Massachusetts.

Nye began his education at the Lafayette Elementary School and Alice Deal Middle School. He was later awarded a scholarship to attend Sidwell Friends High School, where he graduated in 1973.

After high school, he continued with his interest in science at Cornell University in Ithaca, New York. It was there that he studied Mechanical and Aerospace Engineering at Sibley School.

He became even more interested in the field of science when he took a course in astronomy taught by Carl Sagan. Nye received his Bachelor of Science in mechanical engineering from Cornell University in 1977.
