He is the son of Jacqueline Jenkins, a codebreaker in World War II, and Edwin Darby Nye, but nicknamed Ned, a veteran of World War II and a contractor who constructed an airstrip on Wake Island. Bill is a cousin of William Foster Nye, who established the Nye Lubricants in New Bedford, Massachusetts.
Nye began his education at the Lafayette Elementary School and Alice Deal Middle School. He was later awarded a scholarship to attend Sidwell Friends High School, where he graduated in 1973.
